OFFSHORE WASTE
In May 2023, XPO Marine was awarded a 10-year contract (PLUS 10) for the collection of waste from offshore terminals, platforms and vessels on behalf of the Nigerian Maritime Administration and Safety Agency (NIMASA).
The contract was flagged off on the 1st of March 2024 in Port Harcourt, Rivers State with the presence of all the representatives of both the International/Nigeria Oil and Gas Industry, NIMASA, Infrastructure Concession Regulatory Commission (ICRC), Nigerian Ports Authority (NPA) etc.
THE SCOPE
The scope of the work is to primarily ensure that:
Nigeria complies with international waste management standards as prescribed by the International Convention for the Prevention of Pollution by Ships (MARPOL).
Nigeria’s Ocean Zones and are protected from environmental pollution and are utilized with sustainable development in mind.
INSTALLATION AND/OR OPERATION OF WASTE MANAGEMENT/TREATMENT FACILITIES; THERMAL DESORPTION UNIT (TDUS), LTDU/HTDU
At XPO Pollution Control, we are poised in delivering state-of-the-art technologies and environmentally sound methods to treat and recycle waste. Our advanced treatment facility are equipped with modern Thermal Desorption Unit (TDU) and incinerator and to enable us recover valuable resources and reduce the volume of waste that would otherwise disposed of inappropriately.

WASTE RECEPTION FACILITIES UNDER MARPOL
Under MARPOL, Waste Reception Facilities (WRFs), the types operated by XPO, have important functions to help prevent marine pollution caused by ship-generated waste. The functions of OWRF include:

REGULATIONS PROVIDING WASTER RECEPTION FACILITIES
The regulations that provide for Waste Reception Facilities under MARPOL are found in Annexes I, IV, V, and VI of the convention:

Annex I (Oil)
Regulation 38 of MARPOL Annex I requires each port and terminal provide adequate reception facilities for the reception of oily waste from ships.

Annex IV (Sewage)
Regulation 12 of MARPOL Annex IV requires that adequate reception facilities for sewage be provided in ports and terminals.

Annex V (Garbage)
Regulation 8 of MARPOL Annex V requires that adequate reception facilities for the reception of garbage, which includes both food and non-food waste, be provided in ports and terminals.

Annex VI (Air Pollution)
While Annex VI does not directly address Waste Reception Facilities, it contains regulations related to emissions from ships, which are also vital in preventing pollution. Annex VI regulates air emissions, including those from ship exhausts and ozone-depleting substances.
The regulations in these annexes emphasize the importance of providing sufficient and adequate reception facilities to ensure that ships can discharge their waste properly, thus reducing the risk of marine pollution.
